The rehabilitation of the National Institute of Statistics of Rwanda's Kigali office complex was one of Civicrete's first major international projects, executed on behalf of the Government of Rwanda. The project covered the design of all mechanical, electrical, and fire-fighting systems for the rehabilitation of the Muhima office blocks. A significant emphasis was placed on energy efficiency in both the electrical and mechanical designs — a key client priority. Civicrete's team developed the full design from schematic through to construction documentation, provided expertise to the construction team during implementation, and led the final commissioning of all building services systems.
International Standards Compliance
The project required compliance with both Rwandan building regulations and international standards for government institutional buildings — requiring careful standards harmonisation across all systems.
Energy Efficiency Mandate
The Government of Rwanda required demonstrable energy efficiency improvements. This drove selection of efficient HVAC plant, LED lighting systems, and building management system integration.
Working in an Occupied Building
Parts of the office block remained occupied during construction, requiring careful sequencing of works, dust containment, and coordination of service isolations to minimise disruption to government staff.
